Go to Edit Preferences Technology Preview
Check "Enable Preserve Details 2.0 upscale".

Go to Filter Photo Tool Box Skin Finer.

Press "Ctrl+Delete" to Fill Foreground in the layer mask,
Adjustment layer Curves.

Select layer Mask of Curve Adjustment, Press Ctrl+Delete to Fill Foreground in the layer mask. Now Start Brushing on the Highlighted Hair. Press Ctrl+Shift+Alt+E to merge visible layer. Adjustment layer Curves.
Follow this easy step by step.
